A SPECIAL meeting is to be held in order to form an administration at Clackmannanshire Council.

It is expected that councillors will appoint the positions of provost, depute provost, council leader and depute council leader on Thursday, June 2.

As previously reported in the Advertiser, the SNP-led administration tendered its resignation last month, saying it was "unable to command a majority".

This came after a paper was voted through council by the Labour opposition and Conservative councillor which made changes to standing orders and impacted convenorships.

In giving up the position, the political party said that it was vital those in power have a "degree of control over appointments".

Last week, the Labour group announced its intention to seek a mandate to form a minority administration to take the local authority forward.

A second special meeting will also take place this week – directly after the first – to deal with changes to the council's decision-making framework.

Councillor Bobby McGill, Labour group leader, is due to propose a number of changes to the current committee structure.

Within the paper that will go before elected members it states: "In light of the SNP group’s resignation of the administration of the council, the council’s decision-making framework should be changed to support a new administration going forward.

"Given the SNP group resigned from administration with only 12 months until the next local government elections, it is vital that new, streamlined decision-making structures are put in place which facilitate prompt consideration of key business by council."

Approval will be sought for disestablishing the Housing, Health and Care Committee, the Education, Sport and Leisure Committee, Attainment and Improvement Sub-Committee, the Enterprise and Environment Committee and the Resources and Audit Committee.

Meanwhile, suggestions include setting up a Scrutiny Committee, to be chaired by a member of the main opposition, and an Audit and Finance Committee, with full council meetings to be held on the second Thursday of every month.

In addition, it outlines proposals to delete the convenorship posts for the Education, Sport and Leisure Committee, Housing, Health and Care Committee, Enterprise and Environment Committee and Resources and Audit Committee, along with one post of depute provost and the Portfolio Holder for Partnership, Equality and Diversity.

There will also be the creation of three spokesperson positions – for education, health and social, and environment and housing.

Third on the agenda at Kilncraigs on Thursday is a full council meeting to deal with items that were postponed during the last meeting, on Thursday, May 12.
