NOTICE OF PROPOSALS
NOTICE is hereby given that East Ayrshire Council proposes to consider the introduction of a Traffic Regulation Order which will introduce or amend restrictions prohibiting waiting; introduce restrictions prohibiting waiting, loading and unloading; introduce new limited waiting bays and loading bays; remove redundant motorcycle bays; amend the times of waiting in existing limited waiting bays; make changes to on street designated parking places in permit zones A, B and C of Kilmarnock town centre including expanding the extents of zone A; and creating additional zone B and zone C parking places
The proposed Order would also extend the charging period in on-street permit zones A-F of Kilmarnock town centre from Mon - Sat 9am - 5pm to Mon -Sat 9am - 6pm and amend the terms and conditions of the pay and display tickets to allow the vehicle to be moved to other designated parking places within zone during the purchased amount of time.
The following roads are affected by the above proposals
AUCHINLECK: Well Road CUMNOCK: Access Road to Leisure Centre, Auchinleck Road, Holmhead Road, Kyle Court, Lorimer Crescent, Terringzean View, Underwood Road DARVEL: East Main Street, Ranoldcoup Road GALSTON: Bridge Street, Station Road, Titchfield Street, Wallace Street KILMARNOCK: Bank Street, Dunlop Street, Elmbank Drive, Grange Place, Grange Street, Harriet road, High Glencairn Street, John Dickie Street, Morton Place, Nelson Street, Old Irvine Road, Old Kerb Place, Park Street Portland Road, Queen Street, Seaford Street, Stevenson Street, Strand Street, Sutherland Drive, Tannock Street, Titchfield Street, Townholm, West Netherton Street, Woodstock Street KILMAURS: Catherine Place, Irvine Road, Yardside Road NEWMILNS: Bridgend, Darvel Road, High Street, Mains Street, Mill Road STEWARTON: Avenue Square, Dean Street, High Street, Kilminning Road, Lainshaw Street, Main Street, New Street, Oslie View, Springwell Place, Standalane, Wylie Place
Use of a parking place will be restricted to; motor cars, passenger vehicles, goods vehicles, dual purpose vehicles, vehicles displaying a disabled persons badge.
Eligible addresses in zone A (existing and amended) may only use their permits in zone B or C parking places.
No changes are proposed to the parking charges which would apply as follows:
ON-STREET PARKING PLACES ZONE A, B and C Monday to Saturday inclusive 9am to 6pm
Bank Place, Bank Street, College Wynd, John Dickie Street (east leg), John Finnie Street, Nelson Street (east leg), St Marnock Place, St Marnock Street and Strand Street, Douglas Street, Dundonald Road, Dunlop Street, Grange Place, Grange Street, Hill Street, John Dickie Street (west leg), Nelson Street (west leg), Portland Road and West Langlands Street. Douglas Street, High Glencairn Street, Kirktonholm Street, St Andrews Street (north leg) and Titchfield Street.
