PLANS for around 490 houses at a former Alloa distillery site could be agreed in principle this week.

Elected representatives on Clackmannanshire Council's Planning Committee will be asked to give a “minded to approve” recommendation for the mixed use development at the former Carsebridge Distillery, which encompasses listed buildings.

Advance Construction (Scotland) Ltd is seeking planning permission in principle (PPP) for the major development with circa 490 housing units on land north and south of the B909 and north of Carsebridge Road.

The outline proposal includes the conversion of two traditional stone former office buildings for business and learning use.

Ochil and Harvey houses, along with the B-listed Carsebridge House and adjacent walled garden, are on the Buildings at Risk Register and form a part of the site.

The former two are currently occupied by Resonate Together, which has been working with the developers and is taking forward a bid to secure the buildings for community use.

Councillors at the May 4 meeting will hear that the plans in principle have attracted several objections, including from Clackmannanshire Heritage Trust and Clackmannanshire Field Studies Society, regarding Carsebridge House.

Objectors said that there is a “discrepancy” between documents stating listed buildings will be respected and the applicant's actions in 2020 seeking to de-list the house.

Documents to be tabled explained that the de-list has not been successful and “they accept the need to safeguard their preservation and setting”.

It is understood plans are for the developer to “deliver the preservation and restoration of the listed buildings and respective curtilages on the site and the unlisted former stables building as part of the re-development of the site”.

As a minimum this would include measures to repair and safeguard the integrity of the listed buildings and restoration, including the interior of Caresebridge House.

An area close to Carsebridge Roundabout would also be safeguarded to accommodate a primary school, pending an options appraisal for Deerpark PS.
